Advancing current research and knowledge is critical to developing effective HIV prevention policies and programs in the infrastructure sector. To ensure relevant and quality programs, it is critical to incorporate research and data gathering at all stages of an intervention, from the initial situational analysis, through monitoring ongoing programs, to post-program evaluation.

Applied research that is practical, relevant, useable and accessible to national governments, development partners, civil society, and other stakeholders is important for:

  • Analyzing and critically evaluating current or past HIV prevention policies and programs;
  • Recognizing and highlighting existing problems and gaps;
  • Drawing overall conclusions on the key issues and patterns associated with HIV and HIV prevention activities in the infrastructure sector;
  • Formulating future programs that will be appropriate, successful and sustainable; and
  • Collecting scientific evidence for policy advocacy and programming.

In July 2009, ADB and IOM jointly produced a literature review that examines and summarizes project reports, articles, evaluations and studies on HIV-prevention activities conducted at infrastructure projects in the GMS. The findings of this review suggest that there is a critical need for evidence-based, effective models for HIV interventions at infrastructure projects.
